Heat the oil in a deep, heavy saucepan to 175°C. Pipe 10 to 12 cm lengths of dough into the oil, cutting each length cleanly with kitchen scissors; fry 3 or 4 at a time for 3 to 4 minutes, turning once, until evenly golden brown and crisp.

Lift the churros onto a wire rack set over a tray to drain for 1 minute, then toss them in the cinnamon sugar while still warm.

Place the chopped chocolate in a heatproof bowl. Bring the milk to a bare simmer, pour it over the chocolate, and whisk after 1 minute until smooth and glossy. If needed, warm the sauce gently until pourable.
