Combine the sugar, water, cinnamon stick, and lemon peel in a small saucepan. Bring to a boil over medium-high heat, then simmer for 3 minutes without stirring, until the syrup is clear and slightly thickened. Remove from the heat and discard the lemon peel and cinnamon.

Whisk the milk, cornstarch, and salt in a second saucepan until smooth. Cook over medium heat, whisking constantly, for 4 to 5 minutes, until the mixture thickens enough to coat the whisk. Remove from the heat.

Whisk the hot sugar syrup gradually into the thickened milk mixture. Let it cool for 8 to 10 minutes, whisking occasionally, until warm rather than steaming. Whisk in the egg yolks until completely smooth; do not add them while the mixture is piping hot.

Heat the oven to 250°C, or its highest setting, with a rack in the upper third. Pour the custard into the chilled pastry shells, filling each about three-quarters full. Bake for 12 minutes, then rotate the tin and bake for 5 to 8 minutes more, until the pastry is deeply golden and the custard is set around the edges with dark caramelized spots on top.

Cool the tarts in the tin for 5 minutes, then loosen the edges and transfer them to a rack. Serve warm or at room temperature; the custard will finish setting as it cools.
