In a large nonreactive bowl, whisk together the lemon juice, mustard, minced garlic, chopped chili, and black pepper. Add the chicken and turn to coat thoroughly. Cover and marinate in the refrigerator for at least 30 minutes, or up to 12 hours.

Lift the chicken from the marinade, reserving all the marinade. Pat the chicken dry with paper towels so it browns rather than steams.

Heat the oil in a wide, heavy-based sauté pan over medium-high heat. Add the chicken skin-side down and sear for 5 to 7 minutes, until the skin is deeply golden. Turn and sear the other side for 2 minutes, then transfer the chicken to a plate.

Reduce the heat to medium and add the sliced onions to the same pan. Cook for 12 to 15 minutes, stirring often, until they collapse, turn pale golden, and leave a glossy layer on the bottom of the pan.

Pour in the reserved marinade and scrape up the browned bits with a wooden spoon. Cook for 2 minutes, stirring, until the sharp raw aroma softens.

Return the chicken to the pan, skin-side up, and pour in the stock. Bring to a gentle boil, then reduce to low, cover, and simmer for 25 to 30 minutes. The thickest part of each thigh should reach 74°C, and the sauce should coat a spoon.

Meanwhile, cook the rinsed rice according to the package method until tender, then keep it covered and warm. Taste the yassa sauce and adjust its balance with a little more lemon juice or black pepper if needed.

Remove the lid and simmer the sauce uncovered for 3 to 5 minutes if it needs concentrating. Rest the chicken in the pan for 5 minutes, then serve over the warm rice with plenty of onions and sauce.
