Whisk the flour and cold dashi in a large bowl until smooth, then whisk in the beaten eggs. Fold in the cabbage and most of the scallions until evenly coated; do not overmix.

Combine the soy sauce, ketchup, and brown sugar in a small saucepan. Simmer over low heat for 2 to 3 minutes, stirring, until glossy and slightly thickened. Remove from the heat.

Heat a large nonstick skillet over medium heat and add 1 tablespoon of oil. Spread half of the cabbage mixture into a 2 cm thick round, about 20 cm wide, then arrange half of the pork strips over the top.

Cook for 5 to 6 minutes, until the bottom is deep golden and the edges look set. Flip carefully with two wide spatulas and cook for another 5 to 6 minutes, until the pork is browned and the pancake reaches 74°C in the center.

Transfer the pancake to a plate and repeat with the remaining oil, batter, and pork. Rest each pancake for 2 minutes so the cabbage interior settles.

Brush each pancake with the warm sauce, drizzle with mayonnaise, and scatter with bonito flakes and the reserved scallions. Serve immediately while the edges are crisp.
