Add the remaining oil to a large saucepan over medium heat. Saute the onion for 4 minutes until translucent, then add the grated carrot, parsley root, and celery root. Season with the remaining salt and cook for 6 minutes, stirring, until the vegetables soften.

Pour in the passata and add the bay leaf and allspice. Bring to a gentle boil, then simmer uncovered for 12 minutes, stirring occasionally, until the vegetables are tender and the sauce is thick enough to mound slightly on a spoon.

Remove the bay leaf and allspice. Stir in the lemon juice, taste, and adjust the seasoning if needed. Cool the sauce for 5 minutes so it is hot but no longer bubbling vigorously.

Spread one-third of the vegetable sauce in a shallow serving dish. Arrange the fish over it, cover with the remaining sauce, and gently press the layers together without breaking the fillets.

Cover and rest the dish for at least 20 minutes, or refrigerate it for several hours for a more developed flavor. Before serving, check that the thickest fish portion is opaque and reaches 74°C/165°F; serve warm, cool, or chilled.
