Combine the sugar, water, and crushed cardamom in a wide saucepan. Bring to a boil, stirring until the sugar dissolves, then simmer for 5 minutes. Remove from the heat and stir in the rose water; keep the syrup warm and uncovered.

Sift the milk powder, flour, and baking powder into a bowl. Add the milk and mix with your fingertips just until a soft, slightly tacky dough forms. Add extra milk a teaspoon at a time only if dry; do not knead vigorously.

Rest the dough for 5 minutes. Lightly grease your hands, divide the dough into 18 equal pieces, and roll each into a smooth ball with no cracks; cover the shaped balls while heating the ghee.

Heat the ghee in a deep, heavy saucepan to about 150°C, or until a small piece of dough rises slowly with gentle bubbling. Fry the balls in batches, turning frequently, for 6 to 8 minutes until evenly deep golden brown.

Lift each batch with a slotted spoon and drain briefly. Transfer the hot dumplings to the warm syrup, making sure they are mostly submerged, and leave them to soak for at least 2 hours.

Serve the gulab jamun warm or at room temperature, spooning over plenty of cardamom-rose syrup. If desired, garnish with chopped pistachios just before serving.
