In a medium saucepan, whisk the sweet rice flour, sugar, and 180 ml of the water until completely smooth. Add the remaining 60 ml water and whisk again, making sure no dry pockets remain.

Set the saucepan over medium-low heat and simmer the mixture for 8 to 10 minutes, stirring continuously with a sturdy spatula. It will thicken into a glossy, elastic dough and turn from opaque white to mostly translucent.

Generously dust a work surface and a rolling pin with potato starch. Scrape the hot dough onto the surface, dust the top lightly, and let it rest for 5 minutes, until cool enough to handle but still pliable.

Divide the dough into 12 equal pieces. Flatten one piece into a round about 8 cm wide, keeping the center slightly thicker than the edge.

Place one chilled red bean portion in the center of the dough round. Lift one edge of dough over the filling, then work around the circle, pinching successive edges together until the filling is fully enclosed. Pinch the final seam firmly, turn the mochi seam-side down, and gently cup it to smooth the surface. Repeat with the remaining dough and filling.

Brush off excess potato starch and serve the mochi at room temperature. The finished cakes should feel soft and springy, with no exposed filling or open seams.
